From what I've read, these types of devices tend to be one-way.

There's nothing new in that regard. thunderbolt and USB-C still use display port protocols, so you need an actively powered adapter that can convert the HDMI signal to a more display port friendly signal.
Is your thunderbolt port powered and version 3 or higher?

If it does not provide adequate power you would need an adapter with its own power source;

Short of a miracle HDMI to USB micro B device, you could use an adapter like this to turn your type-b input to a type-c

But HDMI doesn't natively support Type-c ports, as they use display port protocols. Which is not bi-directionally compatible with HDMI.
So you would need a second active adapter to convert the signal from the dock. Like this;

And then use a small USB-C cable to connect it to your displays new input.
I'm not totally versed in USB micro connections, but it is a v3.2 super speed port. So this pairing of adapters SHOULD work.
