Tried looking for it, it doesn't seem to exist. You're welcome to provide a link. So far it seems a myth, not a fact.

I'm guessing you mean "7000 series". If it is a $300 laptop with a 7000 series APU, then it would have to be the Mendocino series which is Zen 2 or second gen Ryzen, the same architecture as the Ryzen 5 3600.

The CPU performance will be better, I won't deny that. However a Honda Civic or a Lamborghini will both take you to the grocery store just fine. For typing up homework and finding sources online I don't need a super powered computer, I have a 5900x, 3090, and 64GB DDR4-4000 at home which can do anything I need. Worst case I can remote desktop to it.
Now after researching this, I was able to find one laptop that's close-ish to what you described:

The Dual Core Athlon 7220U is not yet on Passmark, but if we compare a quad core Ice Lake CPU to a quad core Mendocino there's about a 12% performance difference:

That's a small difference given that nearly everything else is a vast downgrade.
I find it hard to believe that Lenovo would have a laptop with double the cores, quadruple the RAM, and quadruple the SSD capacity for $100 less. Even then my laptop would probably still have a better LCD.
Acer has a $400 laptop with an IPS display, and a quad core Ryzen 3 7320U:

But it still has many disadvantages like:

* 8GB RAM
* No 6Ghz WiFi
