Personally, I use my Tria laser (IPL) hair remover quite often, but I don't know if your brother is interested in zapping his hair follicles or not or not.

With that said, go with reusable pods if he has a Keurig or similar or a good hair mask.

Alternatively, skincare is always a safe bet. Just make sure he's not allergic to any of the ingredients.
