The problem is the low height doesn't allow enough room for a proper tripod head. Generally a tripod isn't 7 inches tall sitting on a table. When people need that, it's most often to hold a phone for a family gathering, not for a heavy camera, or projector.

Manfrotto, a respected tripod manufacturer, makes this:

But, at over 60 bucks, it likely isn't what you are hoping for. But, it actually IS rated to the weight you need and they actually do meet the specifications they claim. It isn't a BS product.

A model like this is much more realistic, but it may be far too tall (13") at the lowest height.

It's worth noting, that you may be able to just use the tripod base, without any head on it and put the projector directly onto that base with good results. So, a model like this for example:

indicates that it can support up to 40 pounds on the main tripod base, but the tripod head only supports about 4 pounds. There are a number of tripod bases (no heads) on Amazon which are similar which should work similarly. Maybe even what you own can have the head removed and support the projector.
