Look at your local craigslist for cpus and gpus, it's a great place to start. You should look at 3/4/5/6 gen i5s or i7s.

For AMD, I would stay away from AM3+ because there's no upgrade path. You may want to get an athlon x4 950 because it's AM4.

For used gpus, I made a list of good ones to look at for your price point.

AMD/ATI 5970, 6950, 6970, 6990, 7850, 7870, 7950, 7970 (I don't know much about amd cards past this)

gtx 480, 580, 590, 680, 670, 660, 690, 660ti, 750ti (Would personally avoid this, the price to performance isn't that great), 760, 770


Prices:

$20-80 for gpu

$40-60 for cpu

$40-50 for mobo

$20 for case (or find an old one on craigslist for cheap)

$10-30 cpu cooler (look on craigslist, used coolers should be around $10-15)

$80 8gb ddr4 ram (most expensive part unfortunately, but get an 8gb stick.) If you buy a ddr3 platform, 8gb should cost about $30.

$40-50 1TB HDD (Please don't buy used or the cheapest, look at the reviews, and buy from a reputable company. Data loss is a bitch)

Total for tower with a 5970/Athlon X4 950/8gb: $370

You can usually find a used 1080p monitor on craigslist for $20 and there's a mouse/keyboard combo on amazon for $15

Total: $405


Look at deals and you can get a lot of those parts for less. It may be better to get a 120gb ssd for $40 and a much better graphics card. The SSD isn't needed, but your system will feel much faster.
