Jet lathes are pretty good. I have had one for almost two years and have not had any problems with it. Same with the nova chuck. The carbide is fine to start out with. She will probably want to get other things like traditional scrapers and a grinder, but don't start just throwing money at it until you get some experience. This pen kit from rockler has everything to get started. Here is a video of a guy using the same kit. You might want a chuck to drill out the pen blanks. As far as safety, you have a face shield on your list - do get that. Keep shirt sleeves and hoodie strings away from the spinny parts. Pens are a nice non-lethal way to get started. When you go into bowls, start with small ones. The bigger the bowl, the more violent a catch can be. Watching youtube is a great way to learn - but just because some guy that has been turning can do something without killing himself does not mean a beginner will get away with it.
