u/SerMumble, what do you think of Beelink Ser6 Pro with Ryzen 7 6800H, 8C/16T, and Radeon 680M graphics for $550? It has 32 GB DDR5 and PCIe 4.0 M.2 SSD. It ticks all the boxes for me and should be a significant improvement over HM90 for $450.

Just have to research how Beelink's support for BIOS as that's the one piece that's a problem with these mini-PCs as there may NOT be much support if it's NOT from a branded manufacturer, like Dell or HP. What do you say?

I went with Beelink in amazon - https://www.amazon.com/dp/B0BBPS2V5S?th=1 mainly because of fast shipping and also cheaper($551). So far so good.

I built in the same case, also Arctic P12 fans, but with an i5-12400 for better efficiency and air cooler for lower maintenance. Whisper quiet and very fast, highly recommend.

The only thing to consider would be that without a GPU, you can still go smaller if you care about that. Heck, for a desktop without GPU, I might even go for one of those tiny NUC machines (e.g. this one) because that's still very fast and much smaller. Not sure about the noise level though, a Fuma 2 plus 2-3 Arctic P12 fans will transport air very quietly so that's hard to beat in a small case. On the other hand, NUC shapes allow for much larger exhaust holes than you can get in a laptop form factor, which should keep it pretty quiet in practice, I think.
