I remember reading somewhere that they sold fewer than 15k of them.
My suspicion is that they review well because they are primarily purchased by parents for children. They make the kids shut up, so as far as the purchaser is concerned they work brilliantly.
Consider the carousel though. Users don't like it, but they keep on shipping it. Amazon knows that users don't like it, which is why in the marketing material for Fire Phone (see: all of pictures of it on Amazon's own details page for it), they show the icon grid rather than the carousel. In case you're not familiar with the fire phone, when you turn it on you don't encounter the icon grid, you encounter the carousel. You need to swipe up on the screen from the carousel to see the icon grid. When using the device the icon grid is very much secondary, but from the marketing material you would think it was the other way around.
This indicates a failing within Amazon to do what is best for FireOS. The marketing people know it is ass, but somebody high up in the food chain is resisting change to the actual product. Amazonians are supposed to be "vocally self-critical", but somebody isn't espousing those leadership principles as they should be...
