4.9 to maybe 5.2 on a good day.

Obviously thinning/receding hairline, way too much lower scleral show in the eyes, upper eyelids pretty visible, possible slight ptosis of upper lids/brow, thin/light-colored eyebrows makes them less visible, upper lip is slightly thin (not bad though, especially for a male), and nose seems a bit large (but it's hard to make any real judgment call on that without a proper side-profile pic).

Positives: Generally good facial balance, good skin quality aside from minor blemish on forehead above left eye, nicely shaped (if slightly asymmetric) jaw with sharp angles and great width, nice square chin, positive canthal tilt to eyebrows, ears nice and tucked back and subtle, lips generally good (lower lip is better/thicker than upper lip).

If you want the quickest/simplest ways to improve, I would start with your brows -get a 0.25mm derma-roller from Amazon and use it on your eyebrows once a week along with daily application of Emu Oil and Castor Oil for 8-10 weeks to thicken them up, and mildly darken their color with some A-40 Medium Dark Brown Just For Men. Use a simple cheap little make-up applicator brush for this. If you wanted to go the extra mile you could even do some subtle micro-blading at a local studio (just make sure they know how to do subtle men's brows so they don't give you thin arched feminine ones. FYI I know all of this because I did it myself.

The second major thing would be a good hair transplant to lower and round out your hairline a good 2 centimeters or so, and although I realize that's a much bigger thing for sure, it would result in a vast improvement in facial balance and a more virile/youthful appearance. A lower hairline and stronger brows would definitely take you to the next level IMO.

Overall you're not bad-looking at all though.

It's similar to castor oil but apparently works through slightly different biological mechanisms (I forget all the pharmacological details, I looked it up like 18+ months ago), making it a good combo with castor oil. To be exact, this is the castor oil I used, this is the emu oil I used, and this is the derma-roller I used (0.25mm pin length). I don't know if they're the best out there or whatever, but they worked well for me.
