The thing about Meinl HCS series is that they're made of brass. The set is so cheap because the quality of the cymbals is sort of low.

Meinl HCS hi-hats are acceptable, they sound a bit tinny, but for the price, they're not bad.

However, in my opinion, HCS crashes are godawful pieces of crap. They are not worth the money, they produce a dull crash and not a very clean ring.

I think you should take your card, supplant the cost just a little bit, and get something like these:

These hi-hats are made of bronze, and sound infinitely better than brass cymbals. As for the rest of your cymbals, you should save money and get better quality cymbals than brass ones. It'll be cheaper in the long run to get higher quality cymbals and your ears will thank you. Check your local music shops for used cymbals, you can get amazing deals.
