Honestly, if you don't mind a laptop: Go pick up an IBM Thinkpad. The T61 line is decent (I would go with the Intel/Nvidia combo if you can get it, should run you around $100)

You will be able to install Dosbox and run pretty much any older 90's game I can think of.

Edit: apologizes, looking on amazon they run for around $150ish. If you don't mind checking ebay you can find something cheaper if you don't mind bidding. I own two of these bad boys, and they are rock solid in terms of reliability, and performance.
