If your budget is 400$ I might suggest this:

Technically it's only got 1 TB to start, but you could add your existing 1TB drive (even if it's external, strip it down) and have room for another 2 drives later on. The atom processor is the best mix of price to performance and you get to roll with the windows world of available software/serving. I personally run a PS3 Media server, sharepoint server, and a couple others on mine.

The QNAP/Synology are good too, a whole world of optware and modding you can do to extend those, but you lose the ability to run windows, which some probably consider a benefit, for me it's a disadvantage. I know how to configure servers in windows, the common problems and issues. With optware you're generally in a situation of "some guy ported X piece of software, did he do a good job or was it a 5 minute hack that only he knows how to install properly" - if you're willing to deal with that you're probably OK.

Might be worth noting that this one probably comes with WHS2 (Veil) which removes the drive extender that previously allowed you to add drives to increase the size of a logical partition. But they do have replacements for drive extender that do the same thing on veil, I just have no experience with them.
