Lots of people are saying you can't get a good bike for $200 which is mostly true. The minimum you can spend to get a good geared bike is $350. That said, $200 might get you something usable if it's single speed. I wouldn't prefer Amazon for buying a single speed bike but if you limit your search to a rigid single speed bike (most fixies have a double-sided hub with a freewheel side so they work too) you'll probably come off at least OK.
I'm uncertain of the terrain in LV but what I've seen of it it seems flat enough that single speed wouldn't be huge disadvantage.
EDIT: This one https://www.amazon.com/Critical-Cycles-Harper-Single-Speed-Commuter/dp/B0184H669E/ looks pretty OK. Frame and fork have mounts for rack and fenders so it's a full-featured commuter albeit a cheap one. Won't be the lightest or the faster bike on the road but will work.
