BUT do NOT totally give up without even trying!
get a simple antenna, like a $10 rabbit ear antenna and see what you get just for the heck of it, you might be pleasantly surprised. Sometimes with antennas you never know what will work and won't work regardless of terrain issues, etc.

You probably are pretty much out of luck but that doesn't mean you shouldn't at least try..... and if you have an attic space available DEFINITELY try that.
And take a walk around your neighborhood to see what other people might have done with antennas, maybe even knocking on a few doors and ask some questions, some people might be willing to discuss it with you and have some useful knowledge regarding your immediate area.

You have good strong signals and since you're up high at 70 feet in that apartment building you probably have a very good chance of getting good results with a simple $10 rabbit ear antenna (the type with the long telescopic rods, the longer the better).
Get one from a local store like Walmart where you can easily return it for refund if it doesn't work well. Look for something that looks essentially just like one of these 3 :

And as already has been mentioned here, do not resort to getting any amplifiers unless you're absolutely sure you need one. Amplifiers can easily overload with strong signals and often are not needed anyway.
A totally passive passive antenna system with no Active Electronics is always the best way to go whenever possible.
