If you're interested in doing digital art stuff, you could invest in a cheap usb graphic pad and an artist glove (optional for the pad but recommended) since having a physical pen is easier to draw with than with a mouse.

Unless you want the MS paint aesthetics, there are other free drawing program options like Krita and Medibang (I use this one) that are great to draw comics with. If you want to torture yourself with searching for tutorials and guides, GIMP is allegedly the most powerful free art software out there but with the steepest learning curve that will beat your skull in with a full toolbox of steel ratchets.
