I know you're wanting rice-cooking only, but have you looked into an instant pot? it cooks rice and can be used as a slow cooker/air fryer/other appliances.
Amazon link for the 11-in-1 Instant Pot; Definitely in your price range! I wouldn't know what the shipping is for Poland (I live in the US) but I think this is the best bang for your buck at face value
