As /u/downtowne said you can not go wrong with flex cut. I also have a number of swish made tools which are great.
For what you are doing which is relieve carving you are going to want a good gouge, chisel and a straight knife. If you are looking at doing the small areas then I highly suggest getting a set of small tools like this one These work great for small areas.
That whetstone looks good it is about a medium and fine grit which is all you really need. The only time I have ever needed a heavier grit is when I get a dent in my tools which happens almost never. Also a strop and polishing compound are great. Most of the time a good stroping is all you need to get your knife back into good shape.
