So with that budget, I'd get something like this.
He's just starting so no need to get crazy. Later on if he really gets into it, he can upgrade to a better mount.
Then get a zoom eyepiece (I got a cheap Svbony S135 , a cellphone adapter and a laser collimator
That zoom eyepiece is the main one I use for observing and I have no complaints. That adapter will fit over bigger the bigger eyepieces. The collimator is for aligning the optics on the telescope. With all this he'll be able to take plenty of decent shots of the moon and planets with just his cellphone. And like I said, he's just getting started and you only have so much $$$ to work with, so no need to get too crazy on this.
