I'd probably rock with a MadCatz or Hori.
Maybe something like this. Has quality parts. You shouldn't have to do shit to it afterwards. Maybe change the little square gate if you prefer an octagon or circle restrictor gate (these just snap in and out no tools needed)
or this although the parts aren't Sanwa they should do fine for the lower price, and can later be upgraded easily if needed.
If you can get an Xarcade cheap enough, a Sanwa joystick is only $25 and totally worth swapping out. (seems easily possible but I know nothing about doing it personally)
Buttons you can worry about later, but Sanwa screw-in buttons with foam silencers ($2 extra on focus attack I believe) would be tops. There's so many options when you go with Sanwa parts because most accessories (ball tops, bat tops, button silencers, joystick shafts, dust covers, etc) are made to fit Sanwa parts. Even the cheaper sticks are often modeled after Sanwa clone parts.
I don't have a problem with Xarcade, I just don't see anything holding a candle to Sanwa arcade parts.
