We have a Tonie Box. Not sure if that would work for you? The upside is that it's also nice for grand parents to get small gifts.
But with 5 she can most likely navigate a more complex UI.
The other option would be slap something together with a Raspberry Pi (or similar, since Pis are still stupid expensive). But this might be not enough ruggerized, even with a build in touch screen case.

..Thinking about it: Pi3 should be able to do the lifting and they are $35, plus screen and case... add an SD card you have kicking around in that desk drawer and you can maybe build something for < $100 if you hunt for it.
