By "cheap devices" do you mean something like a fresnel lens page magnifier like this? They mostly work, but just barely (read the reviews)

The resolution of the device doesn't really matter and PDFs scale when zoomed, so any reader capable of displaying them can "magnify" the image. The single most constraining factor is screen size. The bigger the better. Less zooming and panning.
