Here's what I have in my desktop. This should accomplish what you're trying to do: https://www.amazon.com/gp/product/B000YAX13Y
I'll also mention that you don't need to use XboxHDM any more. FATXplorer is like the modern method for building drives. It works on Windows PCs (Win7-11), no need to burn a disc or anything. Only thing is it doesn't come with the stock C drive files, so you'll need to get a copy of that from somewhere else, but that's easy. Overall, it's a much more user friendly experience than XboxHDM in my opinion.
Also, you can use USB adapters too. It doesn't have to be a PCI card. Not all adapters support locking/unlocking, but this one does. (note: this is a USB 2.0 device, so transfer speeds will be slower compared to an IDE PCI card).
