USB 3.0 provides a minimum of 4.5 watts/900ma. USB 2.0 provides a minimum of 2.5 watts or 500ma.
Beyond that, you'd have to check the specs on the compute stick.

The usb ports on the wiiu are very underpowered. You need this

Modern usb ports output more power than the Wii U usb does, so you need a drive with it's own power source or what is called a Y-cable but even then some people have had problems because the consoles USB ports did not provide enough amps.
