Since you're already getting a new driveway put in, maybe they can coat it in an oil proof sealant that is appropriate for outdoors. I've only seen this kind of stuff, which repels oil and chemical spills in garages, not on a driveway. I don't think it's what you're looking for 😕

My dad and uncle were both handy with cars, and had this coating in their garages. I've also seen similar things in mechanic shops. Which brings me to my next idea, maybe strike up a conversation with a mom and pop mechanic shop and ask them what they put on their concrete to make it easier to clean/repel oil stains. I say mom and pop ones because they're more likely to know where their supplies are coming from than a big brand oil change place. Industrial/commercial grade too is usually sturdier than residential grade also, which would help since you're frequently changing tenants. Your things take more of a beating, similar to a building for commercial use. I've seen some mats meant to catch and hide drips, and they're heavy, like they can stand up to be driven over, and are way too heavy for someone to steal. I just have no idea what they are called. They look like asphalt.

Also, my driveway in my last house was very porous, so I got a power washer to clean the spills and stains. My power washer was not a BIFL, it was some off brand, but it was affordable for me at the time, and that plus some biodegradable degreaser like Simple Green got the oil stains off of my driveway, without killing my grass.
