Yeah almost anything that can run windows will definitely work. like Mankyd said the information it transfers is not complicated.
You can go even smaller , about the same price as the laptop but they use very little electricity... like 5w I think but of course you need a monitor.. or a tv will work since its HDMI... so I guess price wise the laptop is a better option... unless you have an extra monitor.
I would stick with the laptop though it's less complicated IMO....I worry about their being enough space on the one you listed though... and it can't be upgraded (same problem with the one I linked). You could always get an external usb hard drive if it becomes and issue with windows taking up too much space.
I've edited this comment at least 8 times... If you want cheap buy a laptop off craigslist that has a normal hard drive and is running windows. 6hrs of searching online for the best option and this is what I have come out with lol.
