Yes you can re-apply, no you don't have to re-sand. Get some maroon pads ( https://www.amazon.com/Non-Woven-Maroon-Abrasive-Peachtree-Woodworking/dp/B000H58EL0 ) and use a Random Orbital Sander to scuff up the entire surface. Once that is done, remove all the dust and then re-apply rubio with a white pad using on a ROS on a slow setting, or on a buffer.
