Hi, Enforcer with a toolpouch here!

We are supposed to have the [Enforcer] on the back of our shirts visible, so instead of backpacks you'll often see messenger bags, holster bags, fanny packs, etc. They'll hold anything that would normally go in a backpack or pocket. Mine always had:

A bunch of lanyards

Black and silver sharpies

Gaff Tape

Expo map

Cough drops

Band aids

Pens

Small notebook

Multitool

Watch (if I'm not wearing it)

Flashlight

Water bottle

Advil

There's not really a specific "leg holster" style that's required, and a lot of people don't bother with bags at all. Personally I prefer a belt pouch like this.
