Take the side cover off (the cover on the MiniDV door) and get some gloves (rubber or nitrile) and these and 91% isopropyl alcohol and use them to clean the play/record head drum, audio head, and all of capstans and the pinch roller.

To me, it looks like its either filthy or misaligned. I cant help with realigning it but someone else might. Try cleaning everything
