The only thing I can think of is those kids drawing slates that you lift the top sheet to erase, not sure what they are actually called, but I bought one when i was trying to up my math skills to give me something to work equations on that didn't waste tons of paper.
Also, you can get recycled paper sketchbooks, newsprint is a partly recycled paper too, though it will age and yellow fast, but I use it for a lot of trial pieces because it is cheap. You can also recycle your sketch book when you are done with it,

Ultimately, no paper will take erasing and reusing for long, you wear away the surface each time you erase.
