I am starting out too, so my advise is without any trial, but I have salad and mushroom farmed for many years and know how to diy budget growing systems.
I'd suggest if you want to spend as little money as you can, run with cheap bulbs, or 6500k LED Light Bars that link, they're roughly $6.50 each. get a small bottle of blue planet nutrients to add to your water feed as trials, set yourself up with a good watering can or hose, and plant peas, radish, and a brassica heavy salad mix, I'm going to try some alfalfa in the mix. I spent about $1000, mainly $700 on seeds the rest in building a ebb and flow so I dont have to manually water it, save time. Go cheap and modular so it is easy to clean or replace.

They are .75 cents each, and 5 equal a 1020 tray so it's $3.75 cost wise compared to 1020 and you multiply all your results by 5 when trialing and expanding up to 1020
