First and foremost, it's ALL about antenna. From the physical equipment (antenna itself) to the environment and conditions in which you operate it. From the sound of it, you're looking to build a small base set up. The antenna you linked, yes would work far better than the "rubber duck" antenna the 38 comes with, but is still a mobile, automotive type antenna. There are far better "base" antennas that are far more capable for not a whole lot more money.
