edit- this seems to be a newer version of the audio interface? http://www.amazon.com/Behringer-UCA222-U-Control-Ultra-Low-Interface/dp/B0023BYDHK/ref=pd_cp_MI_2
That cable is to play audio from a USB output device to an RCA input on an amp or powered speakers, not the other way around.
Connect a Behringer U-Control UCA222 USB Audio Interface $24 between your phono preamp and computer.
USB Audio Interface $24.
I'm using a Behringer UAC202 for toslink out, works perfectly fine :)

I use Behringer U-Control UCA222 Ultra-Low Latency 2 In/2 Out USB Audio Interface with Digital Output for all my line in's (and on my home sound system optical line out to the dolby digital amp)
there should be cheaper sources for them online, but I think I pay half of that in Europe.
You'll see quite a few of them in my next AMA where I'll give a studio tour and my streaming setup.
You are trying to record the records played on a suitcase player to a computer?
Most suitcase players already have line level output, not phono output, so you don't connect it to a phono preamp.
Suitcase > RCA input USB output audio interface > computer.
Cheap suitcases have low sound quality so it may not even be worth recording.
Instead of spending $25 on the USB audio interface you would be better off spending $62 on the VPRO 3100 turntable on sale that has USB output and adds a diamond tip stylus on an MM moving magnet cartridge connected to an RIAA phono preamp for better sound quality since a cheap suitcase lacks all those features that are necessary for at least decent to good sound quality.
You could buy the cheap Behringer USB sound card.
Connect the master out of your controller to the input of the sound card.
Connect the output of the sound card to your speaker.
Set your PC to output sound to the USB sound card, instead of the inbuilt sound card.
Both connections are RCAs.

Does he already have a turntable? If he does which model and what is it connected to?
You can connect most any turntable with a built in or external phono preamp to a USB interface or optionally a phono preamp with USB output or better higher cost USB interfaces or $99 USB phono preamp.
Or better AT-LP3 or AT-LPW30TK plus a $15 USB audio interface.
Automatic: AT-LP3 $169.
Manual AT-LPW30TK $249 $175.
Or most any turntable with a built in phono preamp.
Plus a USB audio interface $15.
Optionally upgrade either turntable to an elliptical tip stylus.
Better over budget turntable that includes an elliptical tip stylus.
Fluance RT82 $299 adds auto stop and then an optical sensor speed controlled servo motor for low wow and flutter and speed variation. Pass on the older RT80 and RT81 that lack the new speed sensor. Pass on the RT83 since the cartridge is not any better.
Or most any turntable that does not have a built in phono preamp.
Plus a phono preamp with USB output.
Behringer U-Control UCA222 USB Audio Interface is basically what is built into turntables that have USB output. There is even the U-Phono with a basic built in phono preamp.
Would something like this budget option work? Seems to be a bigger brand name. https://www.amazon.com/gp/product/B0023BYDHK/
Behringer-U-Control-UCA222 USB interface if you need to record from the AT-LP60X or if not buying a turntable that has USB output.
