Well yes and no, I purposely didn't mention CPU or RAM because:

  1. CPUs almost always wind up working in my experience unless you bend a pin on the CPU/mob, or if you shock it (please buy ESD Gloves as it just is super simple and somewhat cheap to get something that prevents needing to buy/rma your own mess up)

  2. RAM if it does have a heat spreader you don't have a high chance of shorting it if you just grab the spreader itself and not the side of the RAM too much that is just bare pcb, if it's a bare PCB than definitely handle it carefully.

As far as the whole where you can take it to get it built, I do want to say this again, please just look at videos done by people like LinusTechTips BitWit and PaulsHardware to see build videos as a refresher and don't forget to get yourself some ESD Gloves like these ESD Gloves if you do build yourself.

If you REALLY don't trust yourself even with prevention and refreshers than I'd advise a mom and pop PC place since they might do it free to "help" and/or "teach" since it's your first time, the only other place i can think of would be Best Buy but last I checked they charge close to 100$ for hardware installation/software installation/building I believe, and really, 99$ is overpriced for them to have the fun of playing legos.

It is not needed but very highly recommended as Static can be more than rugs/carpets/etc, those are sorta just the most common occurrences, it you have long hair and shed like most other people, or wear long sleeve shirts it can pose an issue in some cases, Likewise ESD Gloves can be found for less than 6$ on Amazon. These are the ones I use(d).
