I highly recommend OXO Good Grips Pro Y-Peeler. It really provides something to hold onto, preventing many sliced knuckles and fingernails. Notice that OXO makes a less expensive version, but the frame is entirely made of plastic. =/ Stick to the metal frame.
As for other garnish tools... Most everything else stays in my kit bag nowadays. A good knife is really the only addition I'd suggest. If you really want to get into fanciness, a decent melon ball scoop/cutter set can be helpful sometimes. However, I generally prefer my cocktails sans balls.
Of course there are. Is your GoogleFoo failing you? I'll simply warn you that there's a reason the OXO Pro is so popular, utilitarian-looking or not. It tends to both draw blood a lot less often and work a lot faster.

Pick yourself up a Y-Peeler and something to stir in like a pint glass or mixing glass. Save the rest of your money for product. Good booze and mixers ain't free. Drinkskool is a great place to start. When you're ready for more, post around the sub and we can point you in new directions. Have fun!
