HBO Max made an exclusive deal for "Doctor Who" several months back, starting in 2020.
But...I discovered that Amazon has an amazing deal on new "Who" DVDs: You can get the entire Series 1-10 run of broadcast episodes (specials included in proper order) for ~$65!

These have all episodes including all of the specials for the first 10 seasons of Doctor Who for under $70 total.
For the next 3 seasons they stopped selling them with the specials in the US so you'll have to buy them separately. To complete the collection you'll need to buy:
Eve of The Daleks & Legend of The Sea Devils.
Those last 3 seasons will run you over $100 though so I'd recommend waiting until they drop in price or wait and see if they release a "Jodie Whittaker Collection" that you can buy for cheap.

If you are just looking for all of the episodes and specials on DVD, and don't care about bonus features, the cheapest and best option are:
The Christopher Eccleston & David Tennant Collection
They're currently on Amazon for $20-27, but they have been as low as $19.99 per set. They should release a Jodie Whittaker collection sometime next year.
If you're in the US, you can get every modern era episode that ever aired from 2005-2017 for about $73.

A fourth set for Jodie Whittaker is rumoured to come out next year and would cost roughly the same. It would include every episode from 2017-present day. All in all not that bad for 13 years of television.
Classic Who, from 1963-1989 is a lot harder. They only just started releasing Blu-Ray sets for entire seasons back in 2018 and won't be finished releasing them until around 2028. Once the collection is finished, you'll be able to buy standalone seasons like this for every single season of Classic Who for about $35-$70 each.
But if you're not willing to wait that long, you'll have to buy DVDs for the individual stories like this for every season that hasn't gotten a release yet.
