There's a lot of ways you do this depending on your level of experience and how much you are willing to spend.

You can go the screen route with a or two small tablet(s) like an Amazon fire (I just saw a 7 inch for $35)

If you are interested in coding you can look into neopixels or other individually addressable LEDs. Something like these (I'm not saying this specific product/seller is good, but more just giving you an idea.)
