So, feeling really dumb about this. I started this thread when I received my Rokid Max and realized I would need a HDMI to USB-C adapter to get it working with my PC. But I had already researched how to get it working with my iPhone and ordered the necessary components before the Rokid arrived. One is the Apple lightning to Digital AV adapter, and the other.... the Ugreen HDMI to USB-C adapter! I thought I had ordered a different adapter for the iPhone. It's been a busy week, so forgive my forgetfulness on having already ordered the Ugreen.
The good news is I was able to directly compare the Elebase and the Ugreen since I now have both. As I mentioned previously, on both my PCs the Elebase gives a black screen when I switch to 120Hz mode. The Ugreen CM323 works in 120Hz mode on both computers.
In addition, I also ordered a Faracent 6' USB-C extension cable (that Rokid cable is way too short for my laptop location). So far, it's working great on all modes.
