I went on a harness hunt about 2 yrs ago for the same reason. My (now 5) beagle girl could houdini out of every harness and even some collars. I will swear by this Barkbay no-pull front hook harness (also has a back hook) she cannot get out of this one and this one has never frayed like every other one I’ve tried (within about 4-6 weeks!)
