I've personally been eyeballing the small sized Intuos Pro for awhile, but the sub $100 Wacom Intuos Draw is Amazon's highest rated of the cheaper tablets.
And if you are looking for a tablet like an ipad or surface, I'm sorry to report that I haven't found one myself that meets your needs. That doesn't mean it isn't out there, only that I haven't found one myself.

Get the Intuos for best driver support and build quality, but the Huion and Monoprice are decent and more than twice as big as the Intuos.
This is a list of drawing and painting software, most people swear by Manga Studio and it goes for as low as $15 on sale every few months. I don't like it personally.
