There aren't that many inexpensive neutral white headlamps to begin with. That said the Fenix HL16 does manage to hit every requirement. I've used it if you've got any questions. But its been discontinued so I don't know if there are enough left for your whole team.

You have to leave amazon to get the Wurkkos D25S at a good price but this is the headlamp to get. Its not AA. But it uses (and comes with) normal 18650s. Built in USB-C charging with the port protected by an aluminum cap instead of a rubber flap. Great high CRI beam. And it can easily last an entire shift. (The Fenix HL16 could need 3 battery changes in a long night.) Its also on amazon as the Sofirn D25L but for $30. I've used this too if you have questions.

The Wuben H1 just barely scrapes by the budget if you amazon availability ends up being a deal breaker. $25 there however the UI might be more complicated than what you are looking for.
