That cable doesn't act as a USB capture device. It's more like an adapter cable for some piece of equipment that uses a USB-shaped connection to output an AV signal (there may be some kind of camcorder that does that?)
At a minimum, you need a device more like this. (no guarantees that it's any good...but there are at least a couple reviews that mention using OBS to stream video from it).
I’m using this capture card i found on amazon. It does come with its own software but it comes on disc and my computer doesn’t have a cd port, also the reviews pointed me towards obs as the software it comes with is reportedly pretty bad
I also ran into this issue with mine. I found that you can just buy an rca USB capture card and use a program like obs to record from it. It also allows you to use your camera as a webcam.

My only problem with the capture card is that it produces some hardly noticeable scanlines. If you are going for a vintage/nostalgic look though it kind of adds to the charm.
