I don't think Locus will come back into play just yet. Reparation is likely for dealing with whatever threat Hargrove still has.

But Final Transmission does sound like the end for Epsilon. It even has some notes from the Reconstruction opening Big Prize. (Which of course, was a big season for Church. Although Wash inherited that tune as well, so who knows...)
