Back in the day I always used a 100w CFL fixture with built-in reflector, with 5 x 20w tube bulbs. Works perfect for seedlings since they do not emit much heat and can be placed almost directly above (within an inch or 2) the tops of the plants. This will help prevent the plants from stretching their stems and tipping over.
Bottom line is unless you are growing plants completely indoors all the way to harvest (unless you are growing microgreens), you really don't need much more than 100-125 watts of CFL and could probably get by with a similar amount or less even with LEDs. I've seen some 45w LED fixtures on amazon that would probably work just fine.
Don't use incandescents or heat lamps unless they are supplemental for keeping a cold area warmer.
