Technically those are projector headlights. All bulbs lose their effectiveness over time. I bet a combination of the plastic degrading and the bulbs not shining as bright contribute to what you're seeing. Have you tried using a product like 3m or Sylvania headlight restore? I've found the 3M is the easiest to work with and for ~$10 it's hard to beat.

The outer coating is failing. You don't mention how old this is, but eventually, the first layer of coating will wear away from your headlights. I've have excellent luck with the Sylvania headlight restore kit.

I used the Sylvania Headlight kit and it took about an hour or so. Results were definitely worth it! I did slightly mess up the clear coat on the left lens and it left some streaks from not being even but it's not noticeable until crouching down to the lights. If your lights are hazed it's worth attempting and is much cheaper than new headlights.
