They have an outdoor camera that is battery operated. Their regular indoor cameras are IP65 rated which should be fine for a rain storm. I don't know about the -15C though, but I'm guessing the battery operated one wouldn't do so well in those temps. In general they're nothing special as far as cameras go, but a bit better price that most. Looks like Tapo might have them beat on price, so it might make more sense for you stick with them.
