The house sounds like it has some serious power problems. Those kind can sometimes be the kind that can cause fires etc, if there's surging every time a device is used, hints at bad connections somewhere and power is pushed until it arcs across some bad gap, causing a surge.

Hi, I'm a guitar player who likes to record / livestream / play guitar in random voicechats while gaming. I have my guitar plugged into an audio interface which goes into my pc however this issue also occurs when using an amp. The thing is that I'm very near my computer and monitor while holding my guitar which causes my pickups to pickup the noise coming from them. (the buzz is even louder then my guitar which is an issue) Well rather it picks up the noise from the power strip that my computer and monitor are connected too. I originally didn't have this issue until my moved my desk and now my guitar is in front of and close to my power strip which appears to be causing the problem. I was thinking of getting a power conditioner but my budget isn't too great which is why I was looking at the Furman SS6b https://www.amazon.com/Furman-SS6B-Power-Conditioner/dp/B0002D017M it's cheap and has some protections but it is not a power conditioner despite it being claimed to be one by retailers. Some other people have had problems solved with it while some haven't so I was wondering if this would be a good fix and if there are any other cheap power conditioners that could work :) sorry for the wall of text
I'm gunna assume line noise disappears once you unplug the power cord. if you are plugged into outlet for charging, you are likely getting noise from poor grounding. use a large powerbank instead of connecting to outlet if you can to charge your phone. or you can buy a power conditioner like this

but "dirty power" is usually the problem with that consistent whine.
