The days of huge ballasts and vent hoods is a thing of the past with how good LEDs have gotten, you can grow any sort of food plant you want with simple bar lights. I use these for all my apartment gardening, though you'll need power supplies and wire. I math it out for about 30Watts per square foot of growing space (6 of them in my 8 square-foot hydroponic garden.) You can build any sort of frame you want with simple angle aluminum. The problem with grow lights advertising on places like Amazon is that they list the "equivalent wattage" of the inefficient lights they replace and so you might think you're getting a 300W light and it is actually only like 50W power draw which could be too weak for a larger area.
I've grown tomatoes, peppers, cucumbers, leeks, basil, leafy greens, and 'herbs' this way. This is what my garden looks like right now, but it's messy because I've been neglecting it a bit. If you (or anyone else) have any questions on setting up something like this I am happy to answer them.
