I don't have any flickering issues with my setup. My monitor is a Thunderbolt display and I am using the Thunderbolt cable the monitor came with.
My experience with issues like that are usually the cable. It may be worth trying a new USBC/Thunderbolt to DisplayPort cable, or HDMI cable? I've always had good luck with Cable Matters.
It sounds like you will need a Thunderbolt dock, unfortunately there just aren't enough ports on the MacBook Pro or MacMini. This would actually make your laptop situation a lot easier and cleaner. The CalDigit TS4 is the best option out there, but it is expensive and hard to find. There are also docks that, based on appearance, are all likely the same under the hood: Kensington, Sonnettech, for instance. Some Thunderbolt 3 stuff doesn't play nice with M1 Macs, so be sure to do your research.

The chipset this adapter uses is much more efficient on macOS.
Still not a bad deal even with the extra cost of the ethernet adapter but you do lose a USB-A port.

Hard to tell. I used the CableMatters brand USB-C to DisplayPort cables along with that same monitor and a 2019 MBP with no issues. Sometimes the cheaper cables don't support the right spec and they're unrecognized.

Like many have said, the only way to do dual monitors on the M1 mini is to do one monitor in the HDMI port and the second in the Thunderbolt 4 port. I've tried myself to do multiple ports on Thunderbolt port and all have failed (This includes a powered docking station that connects via USBC). If you are wanting to stay on display port for the monitors I highly recommend these cables:
For the HDMI port. Macs need a converter that gets external power. (Found this out after buying an HDMI to Displayport cable that didn't have external power)
For the Thunderbolt port
personally I would just keep it at HDMI, since theres no benefit of using DP. But if you insist, you'll need a HDMI to DP active adapter. And it doesn't matter which side is female. As long you have the appropriate cable. What matter is ensuring the adapter supports at least hdmi 2.1 and DP 1.4
Edit: looking at the specs of your NUC, it has a thunderbolt 4 port. That should be able to give you a DP 1.4 aka capable of 4k @120 without subsample. A cable like this should work.
