hi i had the same build , y60 , Aorus 4090
i bought the EZDIY-FAB and the side brackets do not fit at all , only the main bracket where you fit the GPU in works, i managed to fit into the casing and slot in the Y60 ( after removing all the windows) with only the main bracket , although the entire 4090 is a bit wobbly.
i can fit in my DP cable in the back. Kinda suspect we bough the wrong gpu bracket.

You don't need a tilting one (my GPU works better pushed back than tilted). I bought it because it was decently priced pci-e 4.0 riser cable and I like the extra functionality of the tilting, even though I won't use it for this particular GPU. It has pretty sturdy magnetic feet. Once you plug the power cables, it's really stable and won't move unless you put a good amount of force. It was $60 when it was in stock. Not sure if newegg or elsewhere has it.
I haven't measured it, but it feels like it can go a whole inch further (maybe a little less/more) than the stock riser. That, combined with two 140mm fans on the bottom as intake, keeps my GPU pretty cool. Around 74° on the Edge Temp and around 95/96° on the junction. Hotter than I'd like (pretty high delta I guess but it's still within spec), but if it gets too bad I'll try a repaste and pads if they're bad. Need to find out the thickness because I don't own a multimeter (good excuse to buy one haha).
