Use a smooth bed plate like this one:

Then make sure your Z offset gives a little squish, and your bottom surface will be like glass. Make sure there is no damage to the bed plate, as every scratch and gouge will show in the print.
Turn on "Enable Ironing" and your top surface will be very smooth.
Set your layer height to .05 and the sides will be very smooth.
This should work with pretty much any filament type.
